Dr. Woodie Woodward
Dr. Woodie Woodward advises the firm and our clients on commercial aviation-related issues. She enjoyed a successful career at the top levels of responsibility in both the Legislative and Executive branches of the federal government. Most recently, Dr. Woodward retired as the Associate Administrator for Airports of the Federal Aviation Administration. Prior to serving as the Associate Administrator, Dr. Woodward held numerous positions at the Federal Aviation Administration including Acting Chief of Staff, Office of the Administrator; Deputy Regional Administrator, Southern Region; and Director of the Center for Management Development in Palm Coast, Florida. Before joining the FAA, Dr. Woodward held the position of Chief of Staff to Georgia Senator Mack Mattingly from 1981 to 1987. Dr. Woodward holds a Bachelors degree from Florida State University and Masters and Doctorate degrees in administration and personnel management from the University of Kansas.
Thurman Davis
Mr. Davis provides advice on the General Services Administration (GSA), which he retired from after four decades of service. Just prior to his retirement, he was Deputy Administrator of the GSA, having been appointed to that position on October 1, 1995. He has served as the number two official of the Agency with three different Administrators during two separate administrations. Prior to this appointment as Deputy Administrator, he was the Regional Administrator for the National Capital Region and was responsible for the execution all GSA operations in the Washington, DC metropolitan area. Mr. Davis has twice been awarded the Presidential Rank of Meritorious Executive and once the rank of Distinguished Executive, the highest recognition awarded to a career federal executive. He has also received the Distinguished Service Award for sustained superior service to the Agency, and the Director's Award for outstanding service to the Federal Executive Institute. Mr. Davis received a Bachelor's degree in Architecture from Hampton Institute (now Hampton University) in 1960. He is also a graduate of the U.S. Army Engineer School and the Federal Executive Institute.
Duncan Holaday
Mr. Holaday advises the firm and our clients on military installation and facility management issues. He has worked closely with Congressional members, committees and staff on many defense facilities programs. Mr. Holaday served as the Deputy Assistant Secretary of the Navy (Installations and Facilities) from October 1994 until retirement form federal service in January 2003. As the DASN (I&F), he established policy and provided oversight on the Navy's acquisition, construction, management, operation and disposal of real estate, facilities, and housing at Navy and Marine Corps bases worldwide. Prior to that, Mr. Holaday served as the Acting Assistant Secretary of the Navy (Installations and Environment), responsible for implementing previous base closures decisions and overseeing the full scope of the Navy's environmental, safety, and base closure activities. Mr. Holaday has a B.A. degree in Philosophy from Beloit College and a Master of Business Administration from Syracuse University.
Major General Rondal H. Smith, U.S. Air Force (Ret.)
Maj. Gen. Smith advises the firm and our clients on military aviation, installation, maintenance and acquisition issues. General Smith was the Commander of the Warner Robins Air Force Logistics Center, Robins Air Force Base in Georgia upon his retirement. He was responsible for worldwide logistics support of most transport aircraft, the F-15 fighter, helicopters, air-to-air missiles, surface motor vehicles, and high technology airborne avionics and electronic warfare equipment. Prior to attaining this position Maj. Gen. Smith was the director of logistics for the Air Force Material Command, where he provided policy guidance for the operation of all Air Force Air Logistics Centers. Throughout his career, Maj. Gen. Smith has developed operational and depot level experience with the B-52, KC-135, FB-111, F-16, F-15, C-130, C-141, C-5, and J-STARS aircraft. He has a Master's degree in Logistics Management from the Air Force Institute of Technology and he has completed the Executive Management Course at Penn State University and the Senior Managers in Government Program from Harvard University.
Colonel Artie L. Shelton, MD, U.S. Army (Ret.)
Colonel Artie L. Shelton, MD, USA Retired, served 21 year's in the U.S. Army with various assignments in CONUS and overseas. Dr. Shelton's military career has included distinguished appointments such as the foreign travel medical escort physician to the Congressional and Senate leadership and personal physician to the Army's Chief of Staff. He served fourteen years as a consultant to the Department of Veterans Affairs and was recently appointed as a Secretarial appointee on the Department of Veterans Affairs (VA) Advisory Committee on the Readjustment of Veterans. In 2007, Dr. Shelton was nominated and accepted to participate in the Department of Defense (DoD) Congressionally Directed Medical Research Peer/Consumer Review Program. Dr. Shelton received his BS, MS, and MD degrees from Howard University. He did his internship and residency training at Walter Reed Army Medical Center. He received fellowship training in Adult/Pediatric Allergy and Immunology at National Institute of Health, Children's Hospital and Walter Reed Army Medical Center. He has held teaching positions with the City College of Chicago, Bremerhaven West Germany, Walter Reed Army Medical Center; the University of Oklahoma; and Texas Tech University Science Center in El Paso, TX.
Peter F. Demitry, MD, MPH
Dr. Demitry recently retired from the US Air Force after 28 years on active duty as the Assistant Surgeon General for Modernization. He also served as the Medical Services Chief Information Officer (CIO) and Chief Technology Officer (CTO) controlling over a quarter of a billion dollar Modernization portfolio. He currently is an independent consultant serving several government agencies and private clients. Dr. Demitry earned his Medical (MD) degree in 1986 from the Uniformed Services University of the Health Sciences, Bethesda, Maryland. Dr. Demitry graduated from the Air Force's prestigious Test Pilot School in 1991 and holds the distinction as the only Test Pilot Physician in Air Force history. He was also the director of the Advanced Fighter Technology Integration AFTI/F-16 Joint Test Force, at Edwards AFB, CA -- the only physician ever to hold that position. Dr. Demitry completed his medical residency training and research fellowship at Harvard in 1998 - selected as the Chief Resident. He is a Diplomat (Board Certified) of the American College of Occupational and Environmental Medicine and Fellow of the Aerospace Medical Association. He is a full member of the Society of Experimental Test Pilots. He has operational experience in the F-4, A-10, F-16, and F-15, logging over 2,300 fighter and flight test hours. Dr. Demitry currently leads a Traumatic Brain Injury Consortium that is transitioning several technologies into the DoD and VA medical systems.
